"Ads Show After Last Post" issue

Ok, here's maybe an easy one for some smart guy/gal. I set my ad to "appear after the last post on every page". However the ad doesn't appear at all if there is only one post. It seems to need a "reply" to the original post to show. Is that just the way it is or can I fix that? I did try setting the ad to appear "at the bottom of every page" but then I get nothing at all.

..btw, most all first posts are made by "admin". Is that possibly an issue?
