Installed Manually, Appears under Config, but does not work

So i installed manually.  It now appears under the Config panel, but when you click Ad Management it just takes you to the forum index.

Any ideas?

Stand by, may have figured it out.

OKay, so I uninstalled the manual instalation.  Then I installed the mod using the package installer.  The ad mod didn't work.  So then I uploaded the index.php file (an overwrote the current one) that I had configured for manual installation and budda bing-budda boom it works.

Why?  Who knows, but perhaps others can use this method.
