Problem with ads...

I have installed ads Management and it works fine but I have a little problem. I put some ad into a welcome screen and it shows only if the user have an avatar displayed. If the user doesn't choose avatar it doesn't shows him the ad.... Is there some option to enable that?

Those users probably have that section minimized.  Therefor the ads wont show.. because the whole welcome area is minimized.
