Hey Im no expert Im actually here trying to get help ;D But I have just gone through the same issue as you.
The problem we had was that the host needed to set certain permissions. I contacted them gave them the error message you have listed. They then did something at the back end.
I then tried I think twice and it installed.
HOWEVER now I cant actually get it to show any ads :( But the option for it is now available under the configuration area on the admin panel.
So Im hoping I was able to help you and someone might help us in the next stay

Having looked into this more I think it may be that a setting is not correct. However Im not sure what setting is making it not allow the ads to be seen.
How can I get help?
I would even be happy to pay a professional to help sort this out!
you need to go into the permissions of each member group and change the permissions on it to allow people to see the ads
I did that I selected for each group to enable ads still nothing :(
