There are no Ads showing up in the forums and I'm getting these two errors after every post;

Unable to load the 'Ads.english-utf8' language file.

I tried switching from "English" to "English-utf8" but the "Ad Management" link in Configuration disappears.
I've run the repair_settings.php but the error remains.
I'm not sure where to begin troubleshooting. Can anyone suggest where to start?
Have two copies of it, both english and english-utf8 and see what happens
