can't go to add management

I have installed add management by editing, and now, i think i messed something up. i edited exactly as the post for manual installation said. however i cannot go to the add management section in the administration center.  what should i have put in that i forgot?

Is there a space where the ad mod link should be in the admin panel or why can you not get to it.
