Feature : Display ads in the welcome user area ... is not working properly. Adds wont show to guests ( you can see them only when you are logged in )

Verify that guests have permissions to view ads.

I browse all the menu and i didnt find were to give permissions to user to view ads.

Its in the permission link. Just like how you give a user permission to delete posts.
