My production site is on 1AND1 and my staging site is my local ubuntu box.  Both sites are mirror images of the other.  The ads work in the various areas just fine EXCEPT in the user area.  My production site is http://www.westknoxrc.com and ads in the User Area are enabled for the home page.  They work on my staging box... any ideas what could be causing this?

Let me rephrase the question: In two identical copies of my web page, only my non-production version is correctly displaying the ad in the welcome user area per the setting: "Display ads in the welcome user area".

Unfortunately, I cannot make the non-production version production because it is on a home system and I don't have enough bandwidth to serve out the site.  However, the production site http://www.westknoxrc.com is working very well in all other cases.. just this one thing.  Any idea what may be causing it?  

The same ads ARE correctly displaying in the other areas (i.e. Display ads on message index, Display ads on the post page, Display ads after the last post) so I know the ad code is correct.

Same here.. Running the default curve theme on 2.1 RC3. any help please.
