No Ad Admin Panel, Server set to English, Problem number 2?

Okay So i read the sticky and really tried to fix this problem without bothering forum members, but I can't seem to figure it out.

I think this is the problem:

Secondly, if doing the above does not solve the problem; make sure all the $txt[] strings of the mod have been installed correctly in your modifications.english.php file, which is located in ./Themes/default/languages.

However, I don't know what the modifications,english.php file should look like modified or unmodified.

Mine looks says this:
"<?php
// Version: 1.1; Modifications

?>"

This seems to me that i need to append the necessary code, but I am not sure which code to append.

Please help, I appologize for being ignorant.
