No ad management link under Configuration

I have installed the current ad management mod on 1.1.5 and there is no ad management link under the configuration button in admin. Could this be related to my host which is HostGator? Or is there some manual modification that I must make in order to get this to work? Are there any known conflicts with other mods?

Thanks for your time and suggestions. I have uninstalled and reinstalled three times.

Is your forum set to English or UTF8 English under Server Settings?

Actually it was set to English-UTF8 and I just tried to change it to English. Which should it be set on? My host is set on English.
Now I am getting the error message everytime I try to load my site www.marketing6s.com "Connection Problems Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later."

I don't know what is going on but I am getting frustrated.
