Ad Management link not displaying in admin (default & Live City themes)

There is a space in the configuration section of the admin for the Ad Mgmt link, but it doesn't display, so I cannot use this feature.  I have installed this in the default and Live City themes - both have the same result.

That makes it seem that I have missed something, but I installed it using the step-by-step process twice, with the same result both times - it is odd that I would make the same mistake twice.

Can someone help??

Details:
This is the first mod that I have installed in the 1.1.5 version of my board.

P.S.
If no one can provide specific directions for installing this mod when using the Live City theme, or why the Ad Mgmt admin links are not appearing in the admin panel, what about just telling me where I can insert some simple HTML so I can display my banners?  I just need to know what file and where (header and footer).

Is your forum set to English and not utf8-english?

Admin > Server Settings > Default Language

Wow, that was simple.  There are so many settings on the board that I didn't know to look for that.  Maybe I'll get used to it soon.
