Stupid question

I have the mod installed I just need to edit some code.  I understand what needs to be done to make it happen but I cant find where to do it??

Where is $boarddir/index.php or $sourcedir/Subs.php or $themedir/index.template.php

you get the idea I cant find anything

$boarddir is the main directory into which smf is installed
$sourcedir is typically $boarddir\Sources\
$themedir is typically $boarddir\Themes\default\ (if you are using a non-default theme replace 'default' with the name of the directory of your theme)

Ok I was able to edit most of the code...but my boardir/index.php does not have a line in it that it is telling me to edit.  My board is a fresh install

If i search for "'trackip' => array('Profile.php', 'trackIP" in my index file I find it immediately

it is missing from your code, if you have any other mods installed this will be why i surgest reinstall SMF and doing the ad mod first
